Position Summary

VOX is currently seeking to hire a FSO that will lead and direct security measures necessary for implementing applicable requirements of the National Industrial Security Program Operating Manual (NISPOM). S/he is responsible for the day-to-day execution and compliance with specific Foreign Ownership, Control or Influence (FOCI) mitigation measures in collaboration with the Defense Security Service (DSS). The FSO will serve as the primary point of contact for all industrial security concerns and requirements. The FSO will provide security expertise, guidance and advice to management and staff as well as be a key member of the VOX Space management team. S/he will also work closely with the VOX Space Mission Managers and Payload Integration to define the requirements for and establish payload processing facilities. The FSO must have 12-15 years security-related experience in support of DoD programs with knowledge of government security regulations, manuals, and processes, to include the NISPOM, ISLs, OPSEC principles, FOCI-mitigation and COMSEC requirements. The FSO will also perform basic cybersecurity duties in support of day to day activities. This is a full-time position and the “home base” is negotiable. S/he should be able to spend ~1 week/month to start between the VOX Space facility in Manhattan Beach, California and Virgin Orbit facility in Long Beach, California.

Your Mission

  • Knowledge of JPAS, eFCL, STEPP, Central Office of Record, Key Support Central Facility, Classification Management, and Insider Threat Program Requirements.
  • Maintain compliance with all DoD security-related policies and procedures.
  • Monitor and maintain compliance with FOCI-mitigation requirements in support of DSS.
  • Define security requirements for payload processing facilities, teams and support infrastructure.
  • Work with the Mission Manager and Payload Integration teams as needed.
  • Develop and update Standard Practice Procedures, Security Processes, Emergency Action Plans and general guidance for collateral classified, Controlled Unclassified Information (CUI), and proprietary materials.
  • Track classified contract and classified sub-contract activities ensuring compliance with DD254s.
  • Develop and manage a self-inspection program to meet DSS requirements.
  • Develop and implement a comprehensive security education program to ensure personnel are trained on all required security topics.
  • Manage facility badging system and oversee facility access processes and procedures.
  • Manage Intrusion Detection System protecting collateral secure areas.
  • Oversee personal security clearance program; process personnel for new access and periodic reinvestigations, manage Joint Personnel Adjudication System (JPAS).
  • Prepare and maintain incoming visitor data, and access lists for large meetings to include granting visitors access to classified materials.
  • Oversee classified storage, inventories, safe access, document control, marking requirements, end-of-day procedures, and couriering as required.
  • Assist the Information System Security Officer (ISSO) to oversee classified IS program; asset accountability, DSS accreditation, and operation of assets; works with end users to ensure that assets are being used properly and in accordance with all government directives and regulations.
  • Investigate security incidents, oversee corrective actions and prepare reports for internal and external coordination addressing investigation results, culpability, impact assessment and future mitigation as applicable.
  • Perform COMSEC Custodian duties responsible for the protection and accountability of Collateral COMSEC material.
  • Despite all these “must have” compliance requirements, be an awesome member of a growing team that is working alongside our customers to change the world of small satellite launch.
  • Travel required.

 

What you bring

  • Active Top Secret Clearance required.
  • Bachelor's Degree or 12 of direct experience.
  • In-depth knowledge of NISPOM.
  • In-depth knowledge of DSS FOCI-mitigation measures and compliance.
  • Facility Security Officer certification and JPAS/JCAVS certification.
  • Familiar with security database systems similar to SIMS or Access Commander.
  • Proficient at oral and written communication skills.
  • Must be highly organized, able to prioritize tasking as well as multi-task, and willing to work in a team environment.
  • Excellent proficiency with Microsoft Office software (Excel, Word, Powerpoint)

… and you should probably have a bunch of these, too.

  • Familiarity with ISSO duties and requirements a plus.
  • COMSEC custodian certification desired.

Physical and/or Additional Requirements

  • Must be able to work all shifts and available for overtime as well as weekends when needed.
  • Domestic and International travel will be required for this role. In addition to, candidate will require a valid passport.

ITAR Requirements:

To conform to U.S. Government space technology export regulations, applicant must be a U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by ITAR (22 CFR §120.15) or eligible to obtain the required authorizations from the U.S. Department of State.

Clearance Requirements:

Position requires you have a current clearance, or are able to pass an appropriate background check for a TS/SCI.
